Phasing out of coal should have started 20+ years ago. 1. Abandon lignite prospecting immediately. 2. Withdraw licenses for any existing lignite mines not yet operating. 3. Tell all existing lignite mines to prepare for transition away from lignite use by completing existing contracts only and not starting any new contracts. 4. Inform all lignite consumers of the intention to transition from lignite coal. 5. Don't allow the construction of new coal burning facilities (except steel production)
